Domestic Helper Window Cleaning Rules in Singapore
Know when a helper may clean exterior windows, the locked-grille and adult-supervision rules, what the safety agreement covers, and safer alternatives.

Clean windows are optional; a safe person is not. In a high-rise home, employers must design the task around the window, grille and human supervision actually available. A signed form does not make an unsafe setup lawful, and experience does not cancel fall risk. If a condition is missing, change the method or leave the exterior surface to an appropriate service.
Use the two-condition rule for exterior windows
MOM’s 2025 parliamentary answer on window safety states that employers are not permitted to allow an MDW to clean an exterior window that is not fitted with a grille locked at all times during cleaning and without adult supervision. Treat the requirements as cumulative: the secured grille and active adult supervision must both be present.
The detailed safety agreement also requires the helper to remain inside the room, with no part of her body extending beyond the ledge except her arms. The supervisor must be the employer or an adult representative who is reasonably capable of supervising and understands the requirements. If the grille must be opened to reach the glass, the condition is not met.

Sign and keep the safety agreement
MOM’s contracts and safety-agreement page says the employer and helper must sign a safety agreement arranged by the employment agency before work starts, except when renewing the existing helper’s contract. A first-time helper signs after the Settling-in Programme and before starting work; other helpers sign before deployment.
The agreement lists exterior-window restrictions, records that the employer’s requirements will comply and includes the helper’s acknowledgement. It is provided in English and the helper’s language, and the employer, agency and helper each keep a copy. Use the conversation to demonstrate the actual windows and equipment in your home; do not treat the signature as a waiver of employer responsibility.
Demonstrate a safe method in the real home
MOM’s safe-cleaning guidance reminds employers that unfamiliar high-rise chores, increased workload, fatigue and unclear instructions can raise accident risk. Show the difference between interior and exterior surfaces, identify every window that is out of scope, and ask the helper to explain the method back in her own words.
- Keep both feet flat on a dry floor and the body inside the room.
- Secure the grille before exterior cleaning begins and do not unlock it mid-task.
- Use a long-handled tool instead of stretching for distant glass.
- Keep stools, chairs, ladders and movable furniture away from the opening.
- Stop if wind, rain, glare, fatigue or wet flooring makes control uncertain.
- Make “I cannot reach this safely” an accepted answer, not a performance problem.

Understand the consequences of ignoring the rules
MOM’s October 2025 parliamentary answer says employers who breach the window-cleaning requirements can be fined up to S$10,000, imprisoned for up to 12 months, or both, and may be barred from employing an MDW. It also reported enforcement against six employers over the preceding ten years where negligence led to MDWs falling from height, and an average of 15 employers a year for window-safety non-compliance.
The point is prevention, not fear. Review the setup whenever you move, renovate, replace windows, change the task list or hire someone unfamiliar with high-rise living. If an accident or near miss occurs, stop the task, attend to immediate safety and medical needs, and follow the appropriate reporting and official guidance.

Can a domestic helper clean exterior windows above ground level?
Only when the applicable MOM conditions are satisfied. For an exterior window above ground level, MOM says the window must have a grille that stays locked during cleaning and the helper must be supervised by the employer or a capable adult representative. If the conditions cannot be met, do not assign the task.
Who can supervise a helper cleaning exterior windows?
The employer or an adult representative of the employer can supervise, provided the adult is reasonably capable and understands the safety requirements. Supervision means being physically present and attentive throughout the cleaning, not checking occasionally from another room.
What if my windows have no grilles?
Do not allow the helper to clean the exterior surface of an above-ground window when the required secured grille is absent. Restrict work to safe interior surfaces or use a suitable professional service. Never substitute a stool, ladder, ledge or body lean for a compliant setup.
