Domestic Helper Missing in Singapore: Employer Steps

Follow the required steps when a domestic helper is missing in Singapore: check immediate safety, report to police, cancel the permit and track the bond.

When a helper cannot be located, treat the first question as safety, not blame. A missed curfew, a phone with no battery and a person at risk of harm require different responses. Establish the last reliable facts, use the normal contact channel, involve police when she is missing and complete MOM’s permit steps within the required timeframe. Do not turn uncertainty into public accusation or private punishment.

First establish whether this is an emergency

Check the agreed schedule, recent message and whether she may be at a clinic, religious service, course or planned rest-day activity. Call or message without threats. If there is evidence of danger, coercion, injury, self-harm or a crime in progress, call the appropriate emergency service immediately. Do not wait for an employment agency to open before seeking urgent help.

Keep the information needed by police: the helper’s full particulars, a recent photograph, physical description and clothing, the date, time and place last seen, likely destinations, medical or safety risks and relevant contact details. Preserve messages and access records without editing them. Share sensitive documents only through official channels unless police publish an appeal.

File the police report and cancel within one week

MOM’s notification page for MDW changes says an employer must complete two actions within one week of knowing that the helper is missing: file a missing-person police report and cancel the Work Permit. SPF’s police-report guidance directs missing-person reports to 999 or a Neighbourhood Police Centre. Follow the police channel suitable for the circumstances.

  • Record the police report number and investigation contact.
  • Use the FDW eService to cancel the Work Permit under the correct reason.
  • Upload or retain the police report where the transaction requires it.
  • Save the cancellation confirmation and effective date.
  • Tell the employment agency what has happened if it is involved in the placement.
  • Keep salary and other employment records available for follow-up.

If the employer does not have a valid Singpass, MOM provides a request route for cancelling a missing helper’s permit. The employer or an authorised person uploads the police report, and MOM states that it will cancel the permit within three working days after receiving the request.

Understand the permit and security-bond consequences

A Work Permit cancellation is immediate. MOM’s cancellation guide says the helper cannot work after cancellation. The levy is charged until one day before cancellation. Do not ask her to resume duties based on the old physical card if she is located later.

MOM’s security-bond page lists a helper going missing as a forfeiture circumstance. Its specific notification page states that $2,500, or half the $5,000 bond, will be forfeited if she is not found within one month after cancellation. Do not try to recover this amount from the helper’s salary or personal property.

If she is located, update authorities first

Tell the investigation officer immediately, including whether the helper contacted you directly. Confirm that she is safe and avoid confrontation. If the Work Permit was cancelled, contact MOM before any work or residence decision. MOM may consider a reinstatement request only when the permit has not expired and the worker is still in Singapore; an application is not approval.

A return may expose a dispute, safety concern, exploitation or a wish to end employment. Use an agency or suitable mediation channel rather than insisting that the household simply continue as before. Police and MOM processes determine legal status; employers should not detain documents, restrict movement or punish the helper.

Arrange household cover without confusing the records

Use family support, an appropriate care service or other lawful temporary arrangements while the case is open. Do not employ another person informally.
